Microsoft's AI strategy combines its OpenAI partnership (49% economic interest, capped) with significant in-house model development under the Microsoft AI division, led by Mustafa Suleyman after his arrival from Inflection AI in 2024.

Copilot

Microsoft has rebranded virtually every consumer and enterprise product around the Copilot AI assistant:

  • GitHub Copilot (2021) — code completion built on OpenAI Codex/GPT
  • Microsoft 365 Copilot (2023) — AI assistant in Word, Excel, Teams, Outlook
  • Copilot (consumer) — successor to Cortana, powered by OpenAI models
  • Copilot Pro — subscription tier with priority access to GPT-5

Phi family

Microsoft Research has open-sourced the Phi series of small language models:

  • Phi-1 (2023) — 1.3B parameters, code-specialised
  • Phi-2 (2023) — 2.7B
  • Phi-3 (2024) — 3.8B–14B; "small but mighty" — competitive with much larger models
  • Phi-4 (2024) — 14B reasoning specialist

Azure OpenAI Service

Microsoft is the exclusive cloud provider for OpenAI workloads. Azure OpenAI Service offers enterprise SLAs, private networking, and regional deployments of GPT models alongside Microsoft's own.

Capex

Microsoft committed US$80 billion in AI capital expenditure for fiscal 2025, the largest single-company AI infrastructure budget on record.
